FTP (File Transfer Protocol) is a tool that enables you to upload your web pages to your server (that is if you create your webpages offline).One great FTP is Filezilla I have used this many times and it is great, it is also very quick at uploading pages and best of all its Free. Another great FTP is Smart FTP its a little more advanced than Filezilla but its still very easy to use and it to is very quick at uploading pages. Core FTP is also a good FTP the interface is very similar to Filezilla so it is also very easy to use and is great for a beginner. so go check them out. Web site builder

Adobe Dreamweaver CS3 is a very good tool for creating webpage i have found it indispensable when building a website it is one of the easiest and most feature packed programs i have come across. although dreamweaver is meant to be advanced i have found it exceedingly easy to use especially since the templates that come with the software are so easily edited and look very professional. i would recommend this program to anyone (well anyone i like) although this program is priced very highly i would say it was worth every penny even for newbies. oh and before i forget there are also very infomative user help guides aswell they are very helpfull. so heres the links:
